SOURCES OF INCREASES IN MEDICAL EXPENSES PAID BY THE MEDICAL INSURANCE PROGRAM AND BENEFICIARIES IN KOREA

Abstract
The purpose of this study is to analyze the trend and sources of increases in medical expenses by the medical insurance program in Korea. For the purpose of this study, time series data of the Industrial Establishment Medical Insurance and the Medical Insurance for Government Employees and Private School Teachers have been used.
Increases in medical expenses paid by the insurer and the insured are attributable to increases of beneficiaries, frequencies of utilization per beneficiary, days of medication per case, and expenses per day of medication.
Medical expenses increased by 53.6 times between 1977 and 1985. Of this increase 45.5 percent is attributable to the increase in the frequencies of utilization per beneficiary, 45. 5 percent to the increase of beneficiaries and 9.3 percent to the increase of the expenses per visit. However, medical expense was decreased by 0.3 percent due to the reduction of the days of visit per case.
Expenses for inpatient care increased by 45. 3 times while expenses for outpatient care increased by 59. 0 times between 1977 and 1985. Of the increase-in expenses for inpatient care 49. 9 percent is attributable to the increases in the number of beneficiaries and 45. 9 percent of the increase in expenses for outpatient care is due to the increases in the frequencies of utilization per beneficiary.
Medical expenses per beneficiary increased by 10.5 times between 1977 and 1985. The increase is due to the increases of the frequencies of utilization per beneficiary in 79.9% and the increase of expenses per visit in 20. 8%. The expenses decreased by 0. 7% due to the reduction of the days of visit per case.
